Azerbaijan was divided by the treaty of Turkmanchai in 1828; control of the area south of the Arkas River was given to Persia; of the north to Russia. Tabriz is the capital and the largest city of east Azerbaijan. Azeri Turks make up the largest portion of the population in the Azerbaijan province; however, Kurds and Armenians also live in the area. Azerbaijan tribal rugs vary according to the location of the weaving group and the individual weaving the rug. With few exceptions, individual rugs are hard to attribute to a specific Azerbaijan group since structural characteristics are so variable.
